Blocking Unwanted Conversations with a Cell Phone Jammer

There are many scenarios where people get annoyed at hearing other people’s cell phone conversations, but does that give them the right to block them out with a cell phone jammer?  The FCC says that such an action is an infringement on a person’s personal property and their right to communicate.  To go even further, jammers don’t just block out the unwanted conversation, they block out communication of at least a 10 meter radius of the whole area they’re located in.  This could be a bad situation if an uninvolved party is trying to make an emergency phone call to the hospital.  Maybe it would just be better to petition or government to enforce laws on proper cell phone etiquette.
